How does Thunderbolt 3 achieve 40Gbps?

Hello everyone,,
I'm sorry if this has been discussed before, but I can't seem to find a satisfactory answer.

From what I understand, Thunderbolt 3 controllers are linked to the CPU via four PCIe 3.0 lanes.

According to Wikipedia, a single PCIe 3.0 lane has a speed of 985MB/s.

This would mean that four lanes would have a max speed of 31.5Gbps, nowhere close to 40Gbps.

I'm assuming the following:

985MB/s per lane X 4 lanes X 8Mbps/1MB/s = 31,520 Mbps

Am I mistaken about the above? Is there something I'm missing?

Or is Thunderbolt 3's theoretical limit not actually 40Gbps?
